The starring character is the criminologist Richard Spencer, AKA Black X, who goes undercover and especially battles spies from hostile nations, international terrorists, and ruthless tyrants. Besides his multiple false identities, Spencer's most prominent feature is a monocle used to cover his badly injured right eye. He is often accompanied by his telepathic hindu valet Batu.
